Summarizes the research that enabled RT-313 to develop IR313-2, which provides a step-by-step approach for calculating and implementing a quality metric, the Quality Performance Rate (QPR). The QPR enables assessments of the quality performance of a project, portfolio, division, or company. The metric uses currently available data and is scalable, simple to capture, and sustainable.
