It applies to operators of electrical supply networks especially public networks. Excluded are for the time being: High voltage direct current (HVDC) power transmissions; traction systems; road lightning networks; equipment for the end-users; installations for the generation of electrical energy. Measurements of the crisis management, e. g. in the case of a castastrophe are not subject of this standard.
